WMOK (Metropolis, IL) – Starting January 1, 2025, Illinois will welcome a new law that allows municipalities and park districts to authorize and regulate the use of low-speed electric scooters on various public pathways. This important legislative change aims to enhance local transportation options while addressing the growing demand for eco-friendly mobility solutions.

The law permits the operation of electric scooters on highways, sidewalks, trails, and other public right-of-ways where bicycles are already allowed. However, the use of these scooters will only be legal in areas that have received explicit authorization from local governments. This ensures that communities have the flexibility to implement regulations that best suit their unique needs and conditions.

Another significant provision of the law is the clarification surrounding the status of low-speed electric scooters on public property. The previous language that implied these scooters were not an intended use of public right-of-way, unless otherwise specified, has been removed. This change facilitates a more straightforward understanding of where and how these scooters can operate under local jurisdiction.

While the law is a step forward in expanding sustainable transportation options, it has not come without controversy. The Illinois Municipal League (IML) has expressed opposition to the legislation, which may spark further discussions among local leaders regarding safety, liability, and infrastructure challenges associated with integrating scooters into existing transportation networks.
